Zard is not worst in game nor is he a liability to the Trainer squad. He's simply mediocre.

I say mediocre because at the current state of the game I think it will take a bit more time for there to be a larger separation between the really good and bad. I still think Zard's mobility and durability will work in his favour for quite some time even though he's not good.
i can see that charizard is "fine" for now, at least outside of very top level play, but to me that isnt fine in the long run and not really worth much - currently heavies/simple chars are far better than we put them on tier list, because of how new the game is.

That's a fair assessment. The other thing is that it can be difficult to gauge how these characters will pan out due to patches. Though assuming Zard doesn't change (maybe because they think PT is fine), that line of thinking is sound.
