For low recoveries chrom isnt much worse, main problem is just that he is slow at getting back so if you do miss they can sometimes reverse edgeguard you. Vs fox tho you can edgeguard the same way I did tho
Fox is also a character thats hard to combo for roy and his combos doing high damage is one of the main strengths he has vs chrom imo. Foxs biggest weakness is also his edgeguarding so yeah
