I think this patch wasn't really intended to be a full balance patch, just a slight tweak and fixing a few characters to see the changes effect this type of engine competitively. The first major balance update for smash 4 wasn't until 5 months after the game came out

A recent article had Sakurai explain he'd rather wait and look at the data than try to balance things rn. Makes me wonder what a real balance patch would look like though
