I think melee awards punish game and neutral far more than any defensive option like DI etc.

Oh I was referring to defense as defensive neutral, and offense as offensive neutral. Hard to really pin down as there's so much overlap especially with characters like falco, but a lot of people would say that melee has quite a defensive neutral game.

How the neutral plays out is s lot harder to define in such broad strokes as offense/defence, and depends on the matchup, but relative to other fighting games melee allows you to be far more proactive than most.

Its just more natural for players to have good offense because its more fun, and so defense is usually added later and seems like the defining difference between a mid-top playe.

I actually think it’s true in Melee too. I’d say about 70% of nuetral is tempting the opponent to attack in an unsafe way. That tempting and exploiting their unthoughtful attack would be considered defensive, at least in my book. Definitely not aggressive.
