Other way around. Depending on the platform's position, the edge-guarder can just stand on the platform to remove the option for the opponent to recover high and then simply drop down the platform when they recover low.

Does Ness' Fthrow still kill at 0% on the platform?

That is kinda janky, and Ness isn't the only one who gets that, but I think the issue he's pointing out is that it makes edgegaurding less consistent.
