every top player outside of hbox already knows shes broken. And even tho she is easy MELEE is hard so it would still take some time to learn, def not worth the misery for just one tournament.
Your thought process is completely legitimate, and I don't believe anyone should have to play an "unfair" character if they don't want to. But as a outsider looking in, I'll never believe puff is broken when there's only one who consistently makes top 8 or even 16.
Bayonetta was claimed broken, and half of top 8's every tourney had 4 bayo players prooved it.
Prince Abu is the only other competition with Puff, are you sure that puff is that easy to play? the numbers don't show it that much at all, I think its just the mental fortitude that makes HBox good at Puff since he can camp center stage for 5 minutes and not break a sweat.
She's almost universally agreed to be boring. People play to win but also to enjoy the game. That's why some play bad chars instead of top tiers. Not that hard to understand why she's not used more despite being a great char.

C'mon, bro. You have to be brain dead to not understand what he's talking about. Puff is boring, the proof is in the drop in views whenever HBox plays. The technicality of puff isn't interesting to most viewers. That's how it hurts the game.

whats weird to me is there are only 2 puff players in top 50 right now next to hbox and they are ranked 40+, im pretty sure if it was that easy there would be more puffs up there with u guys.
