People running pools aren’t people who ultimately have authority on whether or not top players are DQed, and are often expressly told not to DQ top seeds without talking to a senior TO.

TOs likely prefer to not DQ top players since they bring in the viewers. While mostly true, it stop shouldn't be done. I'm sure they wouldn't let a random 0-2 player stall for more than 5-10min. They'd DQ them on the spot
