It should be fairly close in practice, but not 1-1, bc the arduino operates in polling cycle (twice/frame), while the game reads inputs once/frame.

Yes. It's just a matter of which real time samples are used for the speed test to find out if you tried to dash back or slow turn. With both arduino and the gecko, the time elapsed between the samples used is 1f. With ard both samples can be offset 8.3ms from the ones gecko uses.
