This is accurate, but instead of saying it's "legal" it's more like, users of these devices can apply for their device of choice to be permitted by TOs. It's a subtle but important distinction imo. People can't just show up with random arduinos and expect that to be ok.

angles: it's meant to be the restricted range listed in C.7.1.2 but I see that Arduinos circumvent that and will update the wording. dashback: yes Arduinos need to be outside of the controller

You already need to be manually inputting the relevant zone to comply with the rules. At that point, a modifier is the same as the what box controllers do (so, yes the first 2 would potentially be permitted). Guaranteeing a 1.0 cardinal is also potentially compliant.
