I think some of 21's steals have potential, TP mid blockstring or 2H>Air Teleport to cross them up with an asisst(yamcha asisst works really well). Consec Ki air steal tp loops is surprisingly easy and consistent so you can use this on alien and vegeta team comps
i honestly just wish android 21s steals were better. outside of maybe ground teleport i think theyre not worth going for at all unless you can get one without sacrificing anything (rare). def a big letdown

I see your point though, why bother go for these abilities when it sacrifices oki and if you really want oki with double abilities stolen, you have to level 3 after.
