21 did some work on games 1 and 2. It was just when Reynald's 16 arrived.
It'll be a shame if you do bin off 21, but that's your call. She definitely doesn't seem limited in an obvious way at a glance though. What is it about her that you feel made choosing her a mistake?
Shes not a mistake, there is good Japanese 21 players that do work with her. She's just as good as characters like A Gohan and 16, but her big weakness is she lacks sliding knockdowns, which is a glaring flaw but, she has strengths too.
