When the only nation that has nearly as many is Yemen (where you can buy enough arms on short notice to equip an Infantry Battalion) that is probably a fair definition of "inordinate."

The record of palces with a whole lot of guns floating around in civil crisis is dire (former Yugoslavia, Somalia, Iraq, etc.). Like a lot of ppl, I saw those results and want to avoid them.
