They were loitering so Starbucks or any busy has the right to ask them to leave right. What am I missing

The issue is, in part, that people do that all the time. I can't tell you the number of times I've been in a local Starbucks and people (not people of color) sit with their laptops without ordering anything. Also, if there was a problem why not simply ask them to order?
