People like you have said that.. over.. and over again. I think they're starting to get tired of waiting. It's almost like the states are unable to form a coherent, trustworthy police force with a common, diligently assembled training and filtration regimen to prevent this.

Maybe we need some sort of organization to provide greater oversight into state police programs to ensure discipline is enforced and to better perfect methods and procedures, I wouldn't want to generate any more federal power but some sort of independent oversight.
