From his talk with the reporters, He said they were going to choose people who were elderly, with multiple risk factors, and who were nonviolent offenders. As well there had to be some sort of social support at home for them to do this. They would be serving their time at home.

I don't have an issue with this. They would be more likely not able to offend and it would save the taxpayer some money.

I would think there is nothing easier than a prison to enforce strict quarantine measures! This should be a matter of process imposed by wardens!
