I'll go with "a", but with the caveat that the Chinese leaders have no problem doing u-turns. Long term and given a second term, Chinese will come to tow. No way around it for them once you consider the trade imbalance dollars. Its simple math and President T knows this.

I see it as both. Good news for both China and the U.S.A. and a slight softening of the original positions on both sides. Isn't that the purpose of negotiations?
