Area 51 is in the middle of mountainous desert. I suspect that in itself will dissuade large numbers of people. The lack of water, facilities, and any real organized planning is quite a barrier.

You can imagine, many would be dissuaded at the first sign of MPs and their bull horns. Any die-hards would get strung out over miles of roadway before reaching their destination. Easy pickings for the MP reinforcements quickly brought in from nearby military bases. Pure fantasy
