How about: Pass a complete budget instead another CR? Someone should withhold Congressional paychecks until they pass a budget.

RIGHT! I don't get paid if I don't do my job. Shouldn't the same go for Congress/Senate? And while we're at it, how about BALANCED budget? MY expenditures don't exceed my income. I think the same rules should apply to government.
