While this answer is speculative, I would imagine that the forms of Khajiit that are quadruped probably avoid such clothing, simply because of the difficulty of putting it on themselves. Hats, scarves, maybe some robes.

@TESOnline , but on the subject of the Queen's Claw Senche-raht, I've noticed a problem with the roar (when standing still and pressing A on my controller). The audio is bugged, and it won't play the sound of the senche-raht roaring. -
