In practice this is a complicated topic as Microsoft does hold a line against the hyper-abusive adware by default. There’s just a freeware ecosystem supported by this they don’t want to get into patrolling and killing downloads for as a company in their position of global control

I do wish they’d have this as a setting in their interface though. There’s huge amounts of built-in security hardening settings in Win10 you can’t enable without registry editing and advanced knowledge, that at this point really deserve a user interface IMO.
