Developers do not like to immediately delete data, so will typically set Active = 0 ....then never add an actual delete/purge job...

Sort of akin to overwriting the info in a file with random data before you have the OS ostensibly "delete" it. I like it.

This, I feel, is a lot less effective than it used to be, especially with the rise of SSDs.
