Did you actually read the article? Property crime is unchanged (it’s actually down) in SoCal - which also has Prop 47. So this is a Bay Area thing.

This stmt no longer passes the straight face test if you live in LA or SF. It just doesn’t. People stop reporting. They stop calling the police. That’s a very real phenomena.

San Jose is a city, too, and Valley Fair Mall, for example, has more designer brands per square foot than any other shopping center. Prada, Rolex, LV, Jimmy Choo, Tiffany — all right near each other and near easily accessible exits. But it doesn’t happen there.
