access to naloxone must occur in conjunction with expanded access to evidence-based treatment for opioid use disorder.

Which would be listing the Axis III justifying MAT. OUD doesn't give a good reason for prescribing a narcotic and automatically flags the addicted prescription as probable cause of the OUD from not having the addiction specifier, it's a physician 'disorder', a client diagnosis.
