I hate to be the one to tell you, but smoking rates started free falling when the small business owners across the country started selling e-cigs with flavored e-liquid. Nicotine gums, patches, and inhalers have such a high failure rate that it took flavored vape for us to stop.
Teens are going to try anything that they have access to - especially if you forbid them over and over again to not try it. Getting e-cigs out of every gas station and off of the internet, will reduce the youth use rate without destroying this effective product for smokers.
These kids don't care About the flavors their after the nic buzz and that's it!
CT vaping age is 21. Any one younger can't legally buy vape. Enforce the law. Go after blackmarket vapes.

So the emphasis like you said should be on sensible regulations, implementation and enforcement, not an outright ban. Wouldn’t it be prudent to work with the industry to accomplish the common goal of preventing youth use and not the one-sided bias determination of what will work?

Meanwhile smoking rates are at historic lows thanks to flavored vaping products! Why not focus promoting harm reduction first via vapor products and eliminate the most harmful product, tobacco cigarettes? Once we have eliminated those, we can work on the less harmful products.
