Let me be clear on 2 things:
1) The "Never used tobacco before" number of youth #vaping is 0.6%. The rest are ex-smokers. #HarmReduction
2) It's NOT the government's job to parent. The answer to the supposed "epidemic" is, in fact, apPARENT. Advocates in the UK recognize #vaping
3) protect adult access
4) prevent relapses to cigarette use
You know an even worse epidemic in our country right now? Opioids and cigarettes. It would be amazing if those were addressed half as much as what ecigs are being addressed. Funny what the money from big tobacco and Pharma can do.

Of course, because lower nicotine in cigs doesn't reduce smoking, it increases it as people will smoke more to get the same nic fix.
Ecig/vaping is already illegal for minors. Possibly increased enforcement would be effective. No one wants kids, or non-smokers, to vape. Limit nicotine levels and kids won't use vape for the buzz.
