This is outright propaganda. There is no such thing as "addiction" to marijuana. There are, however, long term impacts in brain chemistry from prolonged frequent use at high strength.

The surgeon general should address the addictive properties of sugar. Sugar has the same addictive properties as cocaine and pre-disposes children to addiction. If addicted to sugar one is more likely to be addicted to other substances. Sugar also leads to diabetes!
