James, respectfully, that is categorically untrue. 1) Unprecedented situation 2) Public health experts know case tracking/ confirmation takes time- esp in rural areas. 3) CDC research shows many/ most spread actually/ already occurred before initial case diagnosed.

2. The idea that you did not know that SC was at risk for an HIV epidemic is also BS. Increases in overdoses had been happening in IN since 2004, local officials recommended needle exchange in 2008, there was a huge HCV outbreak in IN in 2010-11, but still no needle exchange.
