James, respectfully, that is categorically untrue. 1) Unprecedented situation 2) Public health experts know case tracking/ confirmation takes time- esp in rural areas. 3) CDC research shows many/ most spread actually/ already occurred before initial case diagnosed.

It’s important that people understand HIV diagnosis and treatment in rural areas very different than in urban. Stigma and other factors play a big role. I am fighting to ensure rural (as well as urban) America is represented in our current policies and actions.

Respectfully, that is bullshit. HIV epidemics in PWIDU are not "unprecedented" and interventions to bring them under control, like needle exchange, have been well understood since the 1980s. You and
