I think we also need to nail the EMPLOYEE who violated the law, not just the retailer. Employee should pay a fine that is at least EQUAL to the fine the retailer pays.

If they have an equally high rate, why are they still allowed to sell products? Enforce the regulations are have stiffer punishments for violations. 3 strike rule for life.
If a store is selling adult products to minors, shut down the store for 30 days. See how many will comply after that.
and if a minor uses products underage which is against the law .You Give them a ticket or fine for breaking the law . Since when do we punish innocent adults seeking harm reduction for kids who are just trying to get a nicotine buzz off a product they cant legally buy
