You must state WHY those stats: MSM is key factor. Pure-Hetero-women having sex with hi-risk Black men (some on the down-low); unprotected sex; low marriage rates, low education, etc. HHS/CDC can't cower from etiologies. Educating is not stigmatizing. Tell it like it is.
