Why are patients suffering concussions from motor vehicle accidents, fall off a ladder/stairs, etc, not treated the same as athletes sports concussions?

Govt should arguably approve drugs/ensure safe manufacture. It shouldn't be monitoring doctor's offices/pharmacies, "going after" legal drug makers (there are already rules in place to counter unethical behavior), and limiting access to opioid medication. Overreach. Stalinism.
