    bleak prospects for & nonproliferation: nuclear subs pact uses safeguards loophole & sets precedent. Pursuit of more/better deterrence & ISR capabilities in will increase, so will tensions & complexities & challenges for stability...

    statement today on 🇰🇵 willingness for contacts w/ 🇰🇷 - explicitly referring to 🇰🇷 remarks on end of war declaration. Inter-Korean talks (& talks end of ) would be welcome development ❗️ These can't/won't substitute 🇺🇸🇰🇵 talks on nuclear, however.

    Add this to general missile proliferation in & confrontation in ()... While 🇺🇸 is fixated on 🇨🇳, 🇰🇵 also increases fissile material production (for nuclear warheads). 🇺🇸🇰🇵 talks are needed to halt nuclear program - so are offers from Washington 👀

    👉careful wording that accommodates current administration in Seoul. But when/how does this sustained diplomacy start? Or is this meant as diplomacy w/ allies, not ? 🇺🇸🇰🇷🇯🇵 have met regularly for close coordination, while talks w/ Pyongyang remain nowhere in sight...
