Irresponsible cat ownership at No 10. Cats should not be roaming free to create havoc with the wildlife and keeping others awake with night time fighting.

That's pretty much what he's there for. Larry is staff; along with Palmerston at No.11 and others, Larry's job is to control the rodent population in the government buildings. A citation is needed but I believe he's seen the last three PM's through office.
