Well maybe... Concerned citizens might tackle him, hold him down with as many people as it takes, and hold him until the police get there to exercise their public mandate to him into custody. Just a thought. Kind of old fashioned. That still legal?

That's kind of the problem. All citizens should be worried about it. At one point citizens held each other accountable for their actions in the neighborhood and town. Today, it's Walgreens. Tomorrow it could be the Mom and Pop shop down the street.

Not in broad daylight, out in the open, knowing they're being filmed for all the world to see with not a single fuck given. People used to at least try and hide their crime. Now they do it knowing there will be no consequences.
