This is a bad ruling and should be appealed, but who is it more likely to hurt? Dems in cities who have easy access to drop boxes and early voting locations, or rural, older voters who usually rely on the mail to vote?

I have no idea what the Minnesota constitution says, but it used to be pretty much universally excepted in America that if you had something postmarked by the USPS that meant that you submitted it that day.

that seldom applies to ballots in the US. some states have a "postmarked by" law provided it is received no later than a certain number of days after the election. Usually these are states with provisional ballots, which minnesota does not have
