    What scarce skills? I know numerous people, incl. myself, with master's, honours (or BTech) and degrees (or National Diploma), who have been applying for vacancies to the CoCT. Trouble is they: -Are bilingual NOT in Afr and Eng -don't have their own transport -and are not white!!
