A simple and clear policy. Tourists are welcome guests, guestworkers as well as long as they do not intend to overstate their welcome. Germany are flooded by Turkish guestworkers that choose to stay.

Imo, guest-workers are just trojan horses. Better to do without them and learn to not live beyond our means.
