To be fair, you're not supposed to be able to smell it unless you're intimately close. Hugging, kissing, whispering softly into someone's ear. If you can smell it outside someone's personal space, they're wearing way too much.

There’s obviously a big gender component. I wonder if there’s a racial angle or maybe a class angle. Being stuck in an elevator with a woman wearing too much perfume is an unpleasant experience.
