Yes, a brigadier is a general. Equivalent to a one star in the U.S. armed forces. We just call our brigadiers "brigadier generals" on this side of the Pond.

Although here a brigade is commanded by a colonel, while a one star general is usually the 2nd in command of a division (which is comprised of a few brigades).
