In a word: yes. As a northern New Englander, my first remark upon visiting West Virginia and Kentucky was "this is cute, it doesn't look nearly as bad as northern Maine!".

That’s what I’ve noticed from experience. It seems like the small towns in places like Wisconsin and Minnesota are actually doing ok. A town like Appleton, Wisconsin is still nice. Doesn’t seem to be true in West Virginia or Kentucky though.
