What if a Justice dies in the saddle or chooses to retire early for whatever reason? A two term President could select nearly the whole court if there were several deaths or retirements during his administration.

The terms would likely have their own end dates not tied to any individual, so if someone dies 16 years into their term the replacement judge would have a 2 year term, potentially with an option to be reappointed one time.

If tinkering with SCOTUS, make the eight associate Justices Constitutional offices and also restore a bit of State sovereignty removed by the 17th amendment. Appointees could require advice and consent of a majority of State legislatures rather than the Nationalized Senate.

Better still: Presidents should only nominate the CJ. State governors, acting as regional blocks (of 5) should nominate a justice, and one with genuine local connections. No more East Coast/Ivy League preponderance on a new 11 member Court.
