The financial pressure would presumably make cities raise their standards when hiring police. But I suppose few cities would do sacrifice "diversity" in order to raise standards. They would rather pay.

And make sure those judgments cannot be discharged if the officer files for bankruptcy. Insurers and Coties shouldn’t have to pay the judgments either. Let a few come out of departmental budgets.
