        Assuming mean IQ=70 & SD=15, 4 billion sub-Saharans implies 5 million with IQ = 115 or more. A highly selective policy might work out okay.

        Actually lower than current levels. If life expectancy = 50 years & all who meet threshold IQ of 115 immigrate (once), that's 100k per year.
