It's called a one-time bump that looks big on a percentage basis because of incredibly low crime rate under Obama.

Looks big because it is big. US crime rates had been declining but not enough to create the effect you suggest.

A general downward trend since 93,but the recent uptick isn't a low-% artifact. We don't start Iceland with stats.
