BLM were organized and fought for common goals. China, as one of the few states that vigorously pursues a nationalist agenda, is organized and fights for this agenda. The west thinks that the concept of national interests is immoral, hence we don't pursue them.

But the WHO generally avoids doing anything that will shame disease-producing but prickly, status-conscious countries. They didn't call an emergency over Ebola because some African countries would look bad

China pays less to the WHO *as an organization* than Norway, much less the US. But I'll bet that China puts a lot more money in the personal bank accounts of high WHO officials than Western countries do. We don't believe in that sort of thing; the Chinese lack such scruples.
