I suspect that the difference between Berkeley and Dallas exurbs is primarily due to the smarter Blacks living in the Dallas exurbs. It would make sense for the more intelligent Blacks to live in affluent suburbs while the less intelligent Blacks live in the inner cities.

LaGriffeDuLion previously collected data that showed that both Whites and Blacks were more intelligent in the Baltimore suburbs in comparison to Baltimore itself. I believe that the IQs were 76 and 86 for Blacks and 86 and 99 for Whites, on average.
-
Sailer likes to point this out, but as you say this is probably just the result of self-selection. I'm not even sure how exactly one could argue that conservative governments would be causing blacks to be smarter. Such a phenomenon certainly does not seem to apply to whites.
-
Affluent old money liberal college towns like Berkeley and Madison attracted poor blacks for their generous social benefits, so they tend to have poor black test scores today. Nouveau riche Dallas exurbs like Frisco attract striving blacks, so they have decent black test scores.
-
If only affluent liberals in these towns intermarried with Blacks at high rates. These affluent liberals would have gotten intersectionality points for doing this and this would have significantly raised the average IQ of the Blacks in these towns.
-
But that would have cost the US a part of their smart faction and considering how important that portion of the population is, I do not think that would have been a good deal for society as a whole.

I attended Berkeley High School in the 1980s. I had some sharp black friends there, but others were serious reprobates. Wannabe rap stars, gang members of both genders, drug dealers who preferred to get high during lunchtime than hit the books in the library. The usual stuff.

How much of this is attributable to left/liberal policies encouraging dysfunction, versus simply selecting for dysfunction by generous welfare policies and indulgent attitudes toward crime, drug use, etc.?
-
It's probably self-selection. I do not think these policies have a huge impact.

That’s because smarter whites are in college towns. Berkeley has a pop of 140000, and btw white students and former students who live there pump up average white scores.

do you think that's (a) because of liberal policies that are designed to directly affect schooling in those areas (b) subconscious liberal attitudes of complacency or (c) those areas tend to be more racially diverse and other minorities are competing for available resources.
-
Lib cities have the best benefits so they attract the poorest blacks
-
clever. probably also has an impact. you an economist?

how do these gaps get fixed?
-
If they're primarily biological in nature, there's no way to "fix" them—moderate them a little, maybe, and then just figure out the best way to live with them

UVA is in a college town and is a large college at that. And highly rated. To spell out what Sailer wrote, where do the large numbers of faculty send their children to school? And how are black children going to compete with that?

Think of the Left as a group of catty women, the hierarchy is the prize, the hierarchy is life. Conservative blowhards talk like a Jack London novel of tooth and fang, women live it.

"Charlottesville is 'beautiful physically and aesthetically pleasing, but a very ugly-in-the-soul place,' said Nikuyah Walker, who became its first black female mayor." It's odd to me that such insults are normal & acceptable. Oh well.
