Do you know the context of it? Perhaps the author is criticizing the lack of immigration control by showing that this is allowing Red Skull to gain influence? It's such a mild speech on the right. People like Pat Condell, Katie Hopkins and Joseph Watson have said heavier things.

Right, Red Skull is the bad guy, but the point could be that the situation will cause the rise of bad guys because the people will have no other place to turn. That would be a centrist point. But you're right, this is probably another example of progressives missing the plot.
