Fully agree that low-skill immigration lowers average market wages for low-skill workers. But, regardless of whether we have too much low-skill immigration, offering to pay a market way isn't itself mistreatment.

It is mistreatment by proxy if you are responsible for that low-skill immigration.

Capital has much more power than labor in their negotiation. Reason why wages and other conditions of workers are not optimal. As stated, immigrants and the threat of offshoring are some ways that capital exercises that power, but also monopoly and other mechanisms.
