    Drivers must convince us, in part via accident liability insurance, that we can trust them on road. Similarly, folks should convince us via crime insurance that can trust them in our stores & parks.         I do see one of the advantages of crime insurance that it could assure skeptics like you of the low risk of particular immigrants. Instead of the usual policy of insisting that we trust all locals, & creating a reason to exclude the suspicious from being local.

        Depends if your evaluation covers political viability. An order of magnitude difference in insurance premiums between races (matching the difference in crime rates) is likely to encounter some opposition...

        Because having an accident is just like robbing and raping innocents. Incidentally, said 'crime insurance' for unknown persons would never be written by a commercially viable corporation. Leading to a new government entitlement to be delivered to people who are not citizens.
