Yeah, the classic "greater within-group variance renders between-group difference meaningless".
There is a good argument that the 15% variation is more important. Genetic variation within races has past the test of coexistence for thousands of years - i.e. blond & brown hair. Variation between races, such ability to delay gratification doesn't have the same track record.
